Permanent Closure of Trossachs Primary School (as published on 26 June 2019)

Scottish Ministers have reviewed Stirling Council’s Proposal Paper and Consultation Report relating to the proposal to permanently close Trossachs Primary School. Scottish Ministers consider that Stirling Council has fulfilled its obligations in accordance with the Schools (Consultation) (Scotland) Act 2010 As Amended and may now implement its decision to close Trossachs Primary School.

Therefore:
  • Education provision at Trossachs Primary School will cease permanently with effect from 5 July 2019;
  • Pupils of Trossachs Primary School catchment will continue their education as currently, that is, at Callander Primary School or whichever school they are currently attending;
  • The delineated catchment area for Callander Primary School will be altered permanently to include the delineated catchment area of Trossachs Primary School with effect from 5 July 2019. 

Stirling Council Children and Young People Committee agreed that extensive consultation should take place with the community to explore other potential uses for the school building. Officers from across the Council will work closely with the community to facilitate this and provide support to develop appropriate business cases for any ideas identified.

At the beginning of the new school session, consultation will take place with pupils and staff at Callander Primary School and with former pupils of Trossachs Primary School who currently attend McLaren High School and other local schools about an appropriate way to mark the permanent closure of Trossachs Primary School.

Notice of Decision of Children and Young People Committee (as published on 26 April 2019)

On 26 April 2019, Stirling Council Children and Young People Committee considered the findings of the statutory consultation Committee Report and Consultation Report and approved the proposal to close Trossachs Primary School with effect from 28 June 2019, or as soon as possible thereafter. The Children and Young People Committee was satisfied to take this decision in accordance with the Schools (Consultation) (Scotland) Act 2010 As Amended.

Trossachs Primary School is designated as a remote rural school and the Children and Young People Committee was satisfied that the implementation of this proposal is the most appropriate response to the reasons for formulating the proposal in accordance with Section 11A(3) of the Schools (Consultation) (Scotland) Act 2010 As Amended.

Notification and Representation to Scottish Ministers

As a result of the Children and Young People Committee's decision made on 25 April 2019 to approve the proposal to close Trossachs Primary School, the Council has informed Scottish Ministers of this decision in accordance with Section 15(2) and 2(A) of the Schools Consultation (Scotland) Act 2010 As Amended.

The legislation allows for any person to make representations either against or to support the closure to Scottish Ministers within three weeks of the Council taking their final decision to implement a closure proposal. Therefore, any representations must be made to Scottish Ministers by midnight 15 May 2019.

The Scottish Ministers have a period of eight weeks following an authority's decision in which to decide whether to call in the decision or not.

Review of Education Provision at Trossachs Primary School (as published on 21 March 2019)

On 27 November 2018, Stirling Council Children and Young People Committee agreed to a formal consultation on the proposal to consider the permanent closure of Trossachs Primary School under the Schools (Consultation) (Scotland) Act 2010.

The consultation period ran from 3 December 2018 to 8 February 2019. This period allowed for the statutory minimum of 30 school days.

Consultation Report was published on 21 March 2019. This Consultation Report will be considered by Stirling Council Children and Young People Committee on 25 April 2019 where a decision will be made.

Review of Education Provision at Trossachs Primary School (as published on 27 November 2018)

On 27 November 2018, Stirling Council Children and Young People Committee agreed to a formal consultation to consider the permanent closure of Trossachs Primary School under the Schools (Consultation) (Scotland) Act 2010. The consultation will take place from 3 December 2018 to 8 February 2019 (closing date).

A Public Meeting will be held on 9 January 2019, 7.00 – 9.00 pm at Brig o’ Turk Village Hall. This will be open to all interested parties.
