A new Community Parking Management Plan for Dunblane has been agreed following extensive consultation with the local community.

Councillors yesterday (Thursday 11th April) approved proposals that will see the introduction of 16 town centre bays, new drop off points outside Dunblane Station and the development of design options for improved cycle and parking infrastructure on Perth Road.

An initial public consultation was held last year, alongside an independent parking survey, to gather views on parking from across the community.

Around 130 people attended a community drop-in session, while 223 voiced their opinion via an online/paper questionnaire, raising issues such as long stay commuter parking and lack of enforcement.

The Council used these responses, together with the results of the independent parking survey, to help inform the Community Parking Management Plan (CPMP) for Dunblane.

Dunblane CPMP Steering Group

Draft proposals were discussed with the Dunblane CPMP Steering Group, consisting of organisations such as Dunblane Community Council, Dunblane Development Trust, Discover Dunblane Business Improvement District, Stirling Area Access Panel and the four ward Elected Members, in order to deliver a plan that met the needs of the community.

The community were then given an opportunity to help shape these draft proposals, and 300 people attended a public consultation event in February, with further comments submitted online. The proposals were subsequently refined and discussed with members of the Steering Group.

Convenor of the Environment and Housing Committee, Councillor Jim Thomson, said: “The community played a vital part in this process and their views helped shape the way that the new parking management plan will help benefit Dunblane.

“A well-managed parking and transport system is key for any successful town, but a critical part of getting that right is being able to balance demand for parking without impacting on growth opportunities. This plan will help manage commuter parking within the town centre, while taking into accounts the needs of businesses and those who work there.”

Phased Introduction

The Dunblane Community Parking Management Plan will be introduced in a phased manner and, once implemented, will be monitored for a minimum of six months to determine if further measures are required to be rolled out.

Vice convenor of Environment and Housing, Councillor Danny Gibson said: “The new plan also takes into account the need to improve the environment and our sustainability by making Dunblane more attractive for walking and cycling. 

“The community participation in this process is evidence of how engaged people have been and we have listened to a wide range of views to create a parking management plan that we hope will deliver for Dunblane.”

There will be further opportunity for the public to make comment during a statutory three-week consultation on the Traffic Regulation Order that is required to implement the Controlled Parking Zone (CPZ).

Phase 1 will include:

  • Introduction of 16 new bays in town centre:
    • Lower Springfield Carpark relocation of 2 disabled bays nearer to lift, removal of bollards and creation of minimum 5 additional bays.
    • 6 additional bays at wall beside Haining carpark.
    • Creation of 2 bays outside Millrow carpark through removing double yellow lines.
    • Creation of 1 additional parking bay near Co-Op on High St through removal of yellow lines.
    • Creation of 1 additional bay near library on High Street.
    • Creation of 1 additional bay on High Street near Smithy Loan junction.
  • Introduction of new pick up/drop off outside Dunblane Station.
  • Introduction of coach parking on Perth Rd.
  • Introduction of 2 new ticket machines in each of the Haining and Millrow (4 in total) to support introduction of chargeable parking tariff of £2 7:00am – 8:30am.
  • Redesign of Perth Road to improve safety of cycle infrastructure and increase parking capacity.
