Sustainable Development and Public Transport

The key purpose of the Service is to develop, drive and monitor the Council’s strategic response to the Climate and Nature Emergency and wider sustainable development concerns by embedding relevant considerations into corporate activity and by taking the lead in the following areas:

  • Carbon reduction
  • Adapting to the impacts of Climate Change
  • Strategic Energy
  • the Circular Economy
  • Biodiversity
  • Transport Development
  • Sustainable & Active Travel
  • Public Transport

The Service comprises three Teams, as outlined below.Sustainable Development

Strategy
The Service developed the Council’s Climate & Nature Emergency Plan, adopted in June 2021.  Delivery will be led by the Sustainable Development Team, working with officers across all services and with external partners and communities, supported by a number of themed plans.

Monitoring and Review

Local Authorities in Scotland have a duty to produce an Annual Report on progress in meeting the Public Bodies’ Climate Change Duties.  This information is collated in the annual Sustainable Stirling Report.

Public Transport

In addition to the day to management responsibility for Stirling Bus Station and Park and Ride sites, the Public Transport Unit ensures public transport and other opportunities are provided to communities, with the aim of delivering a service that is continually improving and which offers access to our elderly; vulnerable; and less mobile customers.

It delivers and provides a range of different services:

  • Procure and manage financially supported for both Stirling and Clackmannanshire Councils, including Demand Responsive Transport (DRT);
  • Manage Mainstream and Additional Support Needs (ASN) transport on behalf of Stirling and Clackmannanshire education services;
  • To improve, manage and maintain the condition of the Council’s public transport infrastructure;
  • To provide current, accurate and adequate public transport information;
  • Improve accessibility for our elderly, vulnerable and less mobile residents, e.g. through the Taxicard, National Entitlement Card or Disabled Parking schemes.

Public transport strategic and operational KPI’s are being developed as part of the Public Transport policy document. When finalised these will form the basis of continuous monitoring on how services are being delivered to the public and assist the development of actions plans based on performance against agreed targets.

Strategic Transport Development

How we choose to travel and the efficiency and effectiveness of our transport networks affect our economy, our environment, our ability to access services and opportunities, our communities and our health.

Each Scottish local authority is required to produce a Local Transport Strategy (LTS).  Stirling's Local Transport Strategy sets out the Council's transport policies and programmes which support the Council's and the Stirling Community Planning Partnership's economic, social and environmental objectives. Stirling's LTS also seeks to support national and regional transport strategies.

Monitoring and Review

It is important that the success in delivering Stirling's Local Transport Strategy is kept under review. We will produce Annual Monitoring Statements to keep the public informed of delivery, as well as undertaking regular programme and strategy reviews.

Progress in delivering the LTS Key Indicators is reported in the latest Annual Monitoring Statement.

Development Control KPI's are under development and, once finalised, progress will be summarised and posted on this page.
